The S Pass is intended for mid-level skilled workers, including associate professionals and technicians. Employers must apply for the S Pass on behalf of employees, and any change in employment requires a new pass application.
To qualify, applicants must earn a fixed monthly salary of at least SGD 3,150, which increases progressively with age, reaching SGD 4,650 for older applicants. Candidates are required to hold qualifications such as degrees, diplomas, or technical certificates, with at least one year of full-time study. The S Pass is valid for up to two years for first-time applicants and can be renewed for up to three years.
Employers hiring S Pass holders are subject to foreign worker quotas and levies. Employers are also required to provide medical insurance for all S Pass holders and purchase a Primary Care Plan (PCP) for workers living in dormitories or employed in the construction, marine shipyard, and process (CMP) sectors.
